This you must to go to your php.ini and edit it in commented line:
; Laravel drop comment
extension=php_fileinfo.dll

drop the comment in
;extension=php_fileinfo.dll
to be
extension=php_fileinfo.dll

Then save it and go again with composer install in you directory with terminal or cmd
